13:18
لِلَّذِينَ ٱسْتَجَابُوا۟ لِرَبِّهِمُ ٱلْحُسْنَىٰ ۚ وَٱلَّذِينَ لَمْ يَسْتَجِيبُوا۟ لَهُۥ لَوْ أَنَّ لَهُم مَّا فِى ٱلْأَرْضِ جَمِيعًۭا وَمِثْلَهُۥ مَعَهُۥ لَٱفْتَدَوْا۟ بِهِۦٓ ۚ أُو۟لَـٰٓئِكَ لَهُمْ سُوٓءُ ٱلْحِسَابِ وَمَأْوَىٰهُمْ جَهَنَّمُ ۖ وَبِئْسَ ٱلْمِهَادُ ١٨
For those who answered Allah's call is bliss; and for those who answered not His call, if they had all that is in the earth, and therewith the like thereof, they would proffer it as ransom. Such will have a woeful reckoning, and their habitation will be hell, a dire abode.
For those who have responded to their Lord is the best [reward], but those who did not respond to Him - if they had all that is in the earth entirely and the like of it with it, they would [attempt to] ransom themselves thereby. Those will have the worst account, and their refuge is Hell, and wretched is the resting place.
There is good reward for those who respond to the call of their Lord. And those who do not respond to their Lord, (a time will come when) they shall offer all they have - even if they have all the riches of the world and the like of it besides to redeem themselves (from the chastisement of Allah). They will be subjected to a severe reckoning and Hell shall be their refuge. What a wretched resting place it is!
يُخْبِرُ تَعَالَى عَنْ مَآلِ السُّعَدَاءِ وَالْأَشْقِيَاءِ فَقَالَ: ﴿لِلَّذِينَ اسْتَجَابُوا لِرَبِّهِمُ﴾ أَيْ: أَطَاعُوا اللَّهَ وَرَسُولَهُ، وَانْقَادُوا لِأَوَامِرِهِ، وَصَدَّقُوا أَخْبَارَهُ الْمَاضِيَةَ وَالْآتِيَةَ، فَلَهُمُ ﴿الْحُسْنَى﴾ وَهُوَ الْجَزَاءُ الْحَسَنُ [[في ت: "الخير".]] كَمَا قَالَ تَعَالَى مُخْبِرًا عَنْ ذِي الْقَرْنَيْنِ أَنَّهُ قَالَ: ﴿قَالَ أَمَّا مَنْ ظَلَمَ فَسَوْفَ نُعَذِّبُهُ ثُمَّ يُرَدُّ إِلَى رَبِّهِ فَيُعَذِّبُهُ عَذَابًا نُكْرًا وَأَمَّا مَنْ آمَنَ وَعَمِلَ صَالِحًا فَلَهُ جَزَاءً الْحُسْنَى وَسَنَقُولُ لَهُ مِنْ أَمْرِنَا يُسْرًا﴾ [الْكَهْفِ: ٨٧، ٨٨] وَقَالَ تَعَالَى: ﴿لِلَّذِينَ أَحْسَنُوا الْحُسْنَى وَزِيَادَةٌ﴾ [يُونُسَ: ٢٦] .
وَقَوْلُهُ: ﴿وَالَّذِينَ لَمْ يَسْتَجِيبُوا لَهُ﴾ أَيْ لَمْ: يُطِيعُوا اللَّهَ ﴿لَوْ أَنَّ لَهُمْ مَا فِي الأرْضِ جَمِيعًا﴾ أَيْ: فِي الدَّارِ الْآخِرَةِ، لَوْ أَنْ يُمْكِنَهُمْ أَنْ يَفْتَدُوا مِنْ عَذَابِ اللَّهِ بِمَلْءِ الْأَرْضِ ذَهَبًا وَمِثْلَهُ مَعَهُ لَافْتَدَوْا بِهِ، وَلَكِنْ لَا يُتَقَبَّلُ مِنْهُمْ؛ لِأَنَّهُ تَعَالَى لَا يَقْبَلُ مِنْهُمْ يَوْمَ الْقِيَامَةِ صَرْفًا وَلَا عَدْلًا ﴿أُولَئِكَ لَهُمْ سُوءُ الْحِسَابِ﴾ أَيْ: فِي الدَّارِ الْآخِرَةِ، أَيْ: يُنَاقَشُونَ عَلَى النَّقِيرِ وَالْقِطْمِيرِ، وَالْجَلِيلِ وَالْحَقِيرِ، وَمَنْ نُوقِشَ الْحِسَابَ عُذِّبَ؛ وَلِهَذَا قَالَ: ﴿وَمَأْوَاهُمْ جَهَنَّمُ وَبِئْسَ الْمِهَادُ﴾

Summary
This Surah takes its name from the word (ar-Ra'ad) (thunder) that occurs in v. 13. It is merely the symbolic name of the Surah and does not in any way mean that the Surah deals with the scientific problems connected with thunder.
