وَجَآءَ ٱلْمُعَذِّرُونَ مِنَ ٱلْأَعْرَابِ لِيُؤْذَنَ لَهُمْ وَقَعَدَ ٱلَّذِينَ كَذَبُوا۟ ٱللَّهَ وَرَسُولَهُۥ ۚ سَيُصِيبُ ٱلَّذِينَ كَفَرُوا۟ مِنْهُمْ عَذَابٌ أَلِيمٌۭ ٩٠
And those among the wandering Arabs who had an excuse came in order that permission might be granted them. And those who lied to Allah and His messenger sat at home. A painful doom will fall on those of them who disbelieve.
And those with excuses among the bedouins came to be permitted [to remain], and they who had lied to Allah and His Messenger sat [at home]. There will strike those who disbelieved among them a painful punishment.
Many of the bedouin Arabs came with excuses, seeking leave to stay behind. Thus those who were false to Allah and His Messenger in their covenant remained behind. A painful chastisement shall befall those of them that disbelieved.
ثُمَّ بَيَّن تَعَالَى حَالَ ذَوِي الْأَعْذَارِ فِي تَرْكِ الْجِهَادِ، الَّذِينَ جَاءُوا رَسُولَ اللَّهِ ﷺ يَعْتَذِرُونَ إِلَيْهِ، وَيُبَيِّنُونَ لَهُ مَا هُمْ فِيهِ مِنَ الضَّعْفِ، وَعَدَمِ الْقُدْرَةِ عَلَى الْخُرُوجِ، وَهُمْ من أحياء العرب ممن حول المدينة.
قَالَ الضَّحَّاكُ، عَنِ ابْنِ عَبَّاسٍ: إِنَّهُ كَانَ يَقْرَأُ: "وَجَاءَ المُعْذَرُون" بِالتَّخْفِيفِ، وَيَقُولُ: هُمْ أَهْلُ الْعُذْرِ.
وَكَذَا رَوَى ابْنُ عُيَيْنَةَ، عَنْ حُمَيد، عَنْ مُجَاهِدٍ سَوَاءً.
قَالَ ابْنُ إِسْحَاقَ: وَبَلَغَنِي أَنَّهُمْ نَفَر مِنْ بَنِي غِفَارٍ مِنْهُمْ: خُفاف بْنُ إِيمَاءَ بْنِ رَحَضة.
وَهَذَا الْقَوْلُ هُوَ الْأَظْهَرُ فِي مَعْنَى الْآيَةِ؛ لِأَنَّهُ قَالَ بَعْدَ هَذَا: ﴿وَقَعَدَ الَّذِينَ كَذَبُوا اللَّهَ وَرَسُولَهُ﴾ أَيْ: لَمْ يَأْتُوا فَيَعْتَذِرُوا.
وَقَالَ ابْنُ جُرَيْج عَنْ مُجَاهِدٍ: ﴿وَجَاءَ الْمُعَذِّرُونَ مِنَ الأعْرَابِ﴾ قَالَ: نَفَرٌ مِنْ بَنِي غِفَارٍ، جَاءُوا فَاعْتَذَرُوا فَلَمْ يُعذرْهم اللَّهُ. وَكَذَا قَالَ الْحَسَنُ، وَقَتَادَةُ، وَمُحَمَّدُ بْنُ إِسْحَاقَ، وَالْقَوْلُ الْأَوَّلُ أَظْهَرُ [[في أ: "أولى".]] واللَّهُ أَعْلَمُ، لِمَا قَدَّمْنَا مِنْ قَوْلِهِ بَعْدَهُ: ﴿وَقَعَدَ الَّذِينَ كَذَبُوا اللَّهَ وَرَسُولَهُ﴾ أَيْ: وَقَعَدَ آخَرُونَ مِنَ الْأَعْرَابِ عَنِ الْمَجِيءِ لِلِاعْتِذَارِ، ثُمَّ أَوْعَدَهُمْ بِالْعَذَابِ الْأَلِيمِ، فَقَالَ: ﴿سَيُصِيبُ الَّذِينَ كَفَرُوا مِنْهُمْ عَذَابٌ أَلِيمٌ﴾

Summary
This Surah is known by two names -- At-Taubah and Al-Bara'at. It is called At-Taubah because it enunciates the nature of taubah (repentance) and mentions the conditions of its acceptance.(vv. 102. 118). The second name Bara'at (Release) is taken from the first word of the Surah.
