أَلَمْ يَأْتِهِمْ نَبَأُ ٱلَّذِينَ مِن قَبْلِهِمْ قَوْمِ نُوحٍۢ وَعَادٍۢ وَثَمُودَ وَقَوْمِ إِبْرَٰهِيمَ وَأَصْحَـٰبِ مَدْيَنَ وَٱلْمُؤْتَفِكَـٰتِ ۚ أَتَتْهُمْ رُسُلُهُم بِٱلْبَيِّنَـٰتِ ۖ فَمَا كَانَ ٱللَّهُ لِيَظْلِمَهُمْ وَلَـٰكِن كَانُوٓا۟ أَنفُسَهُمْ يَظْلِمُونَ ٧٠
Hath not the fame of those before them reached them - the folk of Noah, A'ad, Thamud, the folk of Abraham, the dwellers of Midian and the disasters (which befell them)? Their messengers (from Allah) came unto them with proofs (of Allah's Sovereignty). So Allah surely wronged them not, but they did wrong themselves.
Has there not reached them the news of those before them - the people of Noah and [the tribes of] 'Aad and Thamud and the people of Abraham and the companions of Madyan and the towns overturned? Their messengers came to them with clear proofs. And Allah would never have wronged them, but they were wronging themselves.
Have they not heard the accounts of those who came before them - of the people of Noah and 'Ad and Thamud, and the people of Abraham and the dwellers of Madyan (Midian), and the cities that were overturned? Their Messengers came to them with Clear Signs. Then, it was not Allah Who caused them any wrong; they rather wronged themselves.
يَقُولُ تَعَالَى وَاعِظًا لِهَؤُلَاءِ الْمُنَافِقِينَ الْمُكَذِّبِينَ لِلرُّسُلِ: ﴿أَلَمْ يَأْتِهِمْ نَبَأُ الَّذِينَ مِنْ قَبْلِهِمْ﴾ أَيْ: أَلَمْ تُخْبَرُوا خَبَرَ مَنْ كَانَ قَبْلَكُمْ مِنَ الْأُمَمِ الْمُكَذِّبَةِ لِلرُّسُلِ ﴿قَوْمِ نُوحٍ﴾ وَمَا أَصَابَهُمْ مِنَ الْغَرَقِ الْعَامِّ لِجَمِيعِ أَهْلِ الْأَرْضِ، إِلَّا مَنْ آمَنَ بِعَبْدِهِ وَرَسُولِهِ نُوحٍ، عَلَيْهِ السَّلَامُ، ﴿وَعَادٍ﴾ كَيْفَ أُهْلِكُوا بِالرِّيحِ الْعَقِيمِ، لَمَّا كَذَّبُوا هُودًا، عَلَيْهِ السَّلَامُ، ﴿وَثَمُودَ﴾ كَيْفَ أَخَذَتْهُمُ الصَّيْحَةُ لَمَّا كَذَّبُوا صَالِحًا، عَلَيْهِ السَّلَامُ، وَعَقَرُوا النَّاقَةَ، ﴿وَقَوْمِ إِبْرَاهِيمَ﴾ كَيْفَ نَصَرَهُ اللَّهُ عَلَيْهِمْ وَأَيَّدَهُ بِالْمُعْجِزَاتِ الظَّاهِرَةِ عَلَيْهِمْ، وَأَهْلَكَ مَلِكَهُمُ النَّمْرُوذَ بْنَ كَنْعَانَ بْنِ كُوشَ الْكَنْعَانِيَّ لَعَنَهُ اللَّهُ، ﴿وَأَصْحَابِ مَدْيَنَ﴾ وَهُمْ قَوْمُ شُعَيْبٍ، عَلَيْهِ السَّلَامُ، وَكَيْفَ أَصَابَتْهُمُ [[في ت، أ: "أصابهم".]] الرَّجْفَةُ وَالصَّيْحَةُ وَعَذَابُ يَوْمِ [[في ت، أ: "تلك".]] الظُّلَّةِ، ﴿وَالْمُؤْتَفِكَاتِ﴾ قَوْمِ لُوطٍ، وَقَدْ كَانُوا يَسْكُنُونَ فِي مَدَائِنَ، وَقَالَ فِي الْآيَةِ الْأُخْرَى: ﴿وَالْمُؤْتَفِكَةَ أَهْوَى﴾ [النَّجْمِ: ٥٣،] أَي: الْأُمَّةَ الْمُؤْتَفِكَةَ، وَقِيلَ: أُمُّ قُرَاهُمْ، وَهِيَ "سَدُومُ". وَالْغَرَضُ: أَنَّ اللَّهَ تَعَالَى أَهْلَكَهُمْ عَنْ آخِرِهِمْ بِتَكْذِيبِهِمْ نَبِيَّ اللَّهِ لُوطًا، عَلَيْهِ السَّلَامُ، وَإِتْيَانِهِمُ الْفَاحِشَةَ الَّتِي لَمْ يَسْبِقْهُمْ بِهَا أَحَدٌ مِنَ الْعَالَمِينَ.
﴿أَتَتْهُمْ رُسُلُهُمْ بِالْبَيِّنَاتِ﴾ أَيْ: بِالْحُجَجِ وَالدَّلَائِلِ الْقَاطِعَاتِ، ﴿فَمَا كَانَ اللَّهُ لِيَظْلِمَهُمْ﴾ أَيْ: بِإِهْلَاكِهِ إِيَّاهُمْ؛ لِأَنَّهُ أَقَامَ عَلَيْهِمُ الْحُجَّةَ بِإِرْسَالِ الرُّسُلِ وَإِزَاحَةِ الْعِلَلِ ﴿وَلَكِنْ كَانُوا أَنْفُسَهُمْ يَظْلِمُونَ﴾ أَيْ: بِتَكْذِيبِهِمُ الرُّسُلَ وَمُخَالَفَتِهِمُ الْحَقَّ، فَصَارُوا إِلَى مَا صَارُوا إِلَيْهِ مِنَ الْعَذَابِ وَالدَّمَارِ.

Summary
This Surah is known by two names -- At-Taubah and Al-Bara'at. It is called At-Taubah because it enunciates the nature of taubah (repentance) and mentions the conditions of its acceptance.(vv. 102. 118). The second name Bara'at (Release) is taken from the first word of the Surah.
