يَحْذَرُ ٱلْمُنَـٰفِقُونَ أَن تُنَزَّلَ عَلَيْهِمْ سُورَةٌۭ تُنَبِّئُهُم بِمَا فِى قُلُوبِهِمْ ۚ قُلِ ٱسْتَهْزِءُوٓا۟ إِنَّ ٱللَّهَ مُخْرِجٌۭ مَّا تَحْذَرُونَ ٦٤
The hypocrites fear lest a surah should be revealed concerning them, proclaiming what is in their hearts. Say: Scoff (your fill)! Lo! Allah is disclosing what ye fear.
They hypocrites are apprehensive lest a surah be revealed about them, informing them of what is in their hearts. Say, "Mock [as you wish]; indeed, Allah will expose that which you fear."
The hypocrites are afraid lest a surah should be revealed concerning them intimating to the believers what lay hidden in their hearts. Tell them (O Prophet): "Continue your mockery if you will. Allah will surely bring to light all that whose disclosure you dread."
قَالَ مُجَاهِدٌ: يَقُولُونَ الْقَوْلَ بَيْنَهُمْ، ثُمَّ يَقُولُونَ: عَسَى اللَّهُ أَلَّا يُفْشِيَ عَلَيْنَا سِرَّنَا هَذَا.
وَهَذِهِ الْآيَةُ شَبِيهَةٌ بِقَوْلِهِ تَعَالَى: ﴿وَإِذَا جَاءُوكَ حَيَّوْكَ بِمَا لَمْ يُحَيِّكَ بِهِ اللَّهُ وَيَقُولُونَ فِي أَنْفُسِهِمْ لَوْلا يُعَذِّبُنَا اللَّهُ بِمَا نَقُولُ حَسْبُهُمْ جَهَنَّمُ يَصْلَوْنَهَا فَبِئْسَ الْمَصِيرُ﴾ [المجادلة: ٨] وَقَالَ فِي هَذِهِ الْآيَةِ: ﴿قُلِ اسْتَهْزِءُوا إِنَّ اللَّهَ مُخْرِجٌ مَا تَحْذَرُونَ﴾ أَيْ: إِنَّ اللَّهَ سَيُنْزِلُ عَلَى رَسُولِهِ مَا يَفْضَحُكُمْ بِهِ، وَيُبَيِّنُ لَهُ [[في أ: "لكم".]] أَمْرَكُمْ كَمَا قَالَ: ﴿أَمْ حَسِبَ الَّذِينَ فِي قُلُوبِهِمْ مَرَضٌ أَنْ لَنْ يُخْرِجَ اللَّهُ أَضْغَانَهُمْ﴾ إِلَى قَوْلِهِ: ﴿وَلَتَعْرِفَنَّهُمْ فِي لَحْنِ الْقَوْلِ وَاللَّهُ يَعْلَمُ أَعْمَالَكُمْ﴾ [مُحَمَّدٍ: ٢٩، ٣٠] [[في أ: "إسرارهم" وهو خطأ.]] ؛ وَلِهَذَا قَالَ قَتَادَةُ: كَانَتْ تُسَمَّى هَذِهِ السُّورَةُ "الْفَاضِحَةُ"، فَاضِحَةُ الْمُنَافِقِينَ.

Summary
This Surah is known by two names -- At-Taubah and Al-Bara'at. It is called At-Taubah because it enunciates the nature of taubah (repentance) and mentions the conditions of its acceptance.(vv. 102. 118). The second name Bara'at (Release) is taken from the first word of the Surah.
