لَقَدِ ٱبْتَغَوُا۟ ٱلْفِتْنَةَ مِن قَبْلُ وَقَلَّبُوا۟ لَكَ ٱلْأُمُورَ حَتَّىٰ جَآءَ ٱلْحَقُّ وَظَهَرَ أَمْرُ ٱللَّهِ وَهُمْ كَـٰرِهُونَ ٤٨
Aforetime they sought to cause sedition and raised difficulties for thee till the Truth came and the decree of Allah was made manifest, though they were loth.
They had already desired dissension before and had upset matters for you until the truth came and the ordinance of Allah appeared, while they were averse.
Surely they sought even earlier to stir up sedition, and turned things upside down to frustrate you until the Truth came and the decree of Allah appeared, however hateful this may have been to them.
يَقُولُ تَعَالَى مُحَرِّضًا لِنَبِيِّهِ عَلَيْهِ السَّلَامُ عَلَى الْمُنَافِقِينَ: ﴿لَقَدِ ابْتَغَوُا الْفِتْنَةَ مِنْ قَبْلُ وَقَلَّبُوا لَكَ الأمُورَ﴾ أَيْ: لَقَدْ أَعْمَلُوا فِكْرَهُمْ وَأَجَالُوا آرَاءَهُمْ فِي كَيْدِكَ وَكَيْدِ أَصْحَابِكَ وَخِذْلَانِ دِينِكَ وَإِخْمَالِهِ مُدَّةً طَوِيلَةً، وَذَلِكَ أَوَّلَ مَقْدَمِ النَّبِيِّ ﷺ الْمَدِينَةَ رَمَتْهُ الْعَرَبُ عَنْ قَوْسٍ وَاحِدَةٍ، وَحَارَبَتْهُ يَهُودُ الْمَدِينَةِ وَمُنَافِقُوهَا، فَلَمَّا نَصَرَهُ اللَّهُ يَوْمَ بَدْرٍ وَأَعْلَى كَلِمَتَهُ، قَالَ عَبْدُ اللَّهِ بْنُ أُبَيٍّ وَأَصْحَابُهُ: هَذَا أَمْرٌ قَدْ تَوَجَّه. فَدَخَلُوا فِي الْإِسْلَامِ ظَاهِرًا، ثُمَّ كُلَّمَا أَعَزَّ اللَّهُ الْإِسْلَامَ وَأَهْلَهُ غَاظَهُمْ [[في ت: "أغاظهم".]] ذَلِكَ وَسَاءَهُمْ؛ وَلِهَذَا قَالَ تَعَالَى: ﴿حَتَّى جَاءَ الْحَقُّ وَظَهَرَ أَمْرُ اللَّهِ وَهُمْ كَارِهُونَ﴾

Summary
This Surah is known by two names -- At-Taubah and Al-Bara'at. It is called At-Taubah because it enunciates the nature of taubah (repentance) and mentions the conditions of its acceptance.(vv. 102. 118). The second name Bara'at (Release) is taken from the first word of the Surah.
