9:4
إِلَّا ٱلَّذِينَ عَـٰهَدتُّم مِّنَ ٱلْمُشْرِكِينَ ثُمَّ لَمْ يَنقُصُوكُمْ شَيْـًۭٔا وَلَمْ يُظَـٰهِرُوا۟ عَلَيْكُمْ أَحَدًۭا فَأَتِمُّوٓا۟ إِلَيْهِمْ عَهْدَهُمْ إِلَىٰ مُدَّتِهِمْ ۚ إِنَّ ٱللَّهَ يُحِبُّ ٱلْمُتَّقِينَ ٤
Excepting those of the idolaters with whom ye (Muslims) have a treaty, and who have since abated nothing of your right nor have supported anyone against you. (As for these), fulfil their treaty to them till their term. Lo! Allah loveth those who keep their duty (unto Him).
Excepted are those with whom you made a treaty among the polytheists and then they have not been deficient toward you in anything or supported anyone against you; so complete for them their treaty until their term [has ended]. Indeed, Allah loves the righteous [who fear Him].
In exception to those who associate others with Allah in His Divinity are those with whom you have made treaties and who have not violated their treaties nor have backed up anyone against you. Fulfil your treaties with them till the end of their term. Surely Allah loves the pious."
هَذَا اسْتِثْنَاءٌ مِنْ ضَرْبِ مُدَّةِ التَّأْجِيلِ بِأَرْبَعَةِ أَشْهُرٍ، لِمَنْ لَهُ عَهْدٌ مُطْلَقٌ لَيْسَ بِمُؤَقَّتٍ، فَأَجَلُهُ، أَرْبَعَةُ أَشْهُرٍ، يَسِيحُ فِي الْأَرْضِ، يَذْهَبُ فِيهَا لِيَنْجُوَ بِنَفْسِهِ حَيْثُ شَاءَ، إِلَّا مَنْ لَهُ عَهْدٌ مُؤَقَّتٌ، فَأَجَلُهُ إِلَى مُدَّتِهِ الْمَضْرُوبَةِ الَّتِي عُوهِدَ عَلَيْهَا، وَقَدْ تَقَدَّمَتِ الْأَحَادِيثُ: "وَمَنْ كَانَ لَهُ عَهْدٌ مَعَ رَسُولِ اللَّهِ ﷺ فَعَهْدُهُ إِلَى مُدَّتِهِ" وَذَلِكَ بِشَرْطِ أَلَّا يَنْقُضَ الْمُعَاهَدُ عَهْدَهُ، وَلَمْ يُظَاهِرْ عَلَى الْمُسْلِمِينَ أَحَدًا، أَيْ: يُمَالِئْ عَلَيْهِمْ مَنْ سِوَاهُمْ، فَهَذَا الَّذِي يُوَفَّى لَهُ بِذِمَّتِهِ وَعَهْدِهِ [[في ت: "بعهده وذمته".]] إِلَى مُدَّتِهِ؛ وَلِهَذَا حَرَّضَ [[في ت: "فرض".]] اللَّهُ تَعَالَى عَلَى الْوَفَاءِ بِذَلِكَ فَقَالَ: ﴿إِنَّ اللَّهَ يُحِبُّ الْمُتَّقِينَ﴾ أَيْ: الْمُوفِينَ بِعَهْدِهِمْ.

Summary
This Surah is known by two names -- At-Taubah and Al-Bara'at. It is called At-Taubah because it enunciates the nature of taubah (repentance) and mentions the conditions of its acceptance.(vv. 102. 118). The second name Bara'at (Release) is taken from the first word of the Surah.
