وَإِذَا مَآ أُنزِلَتْ سُورَةٌۭ فَمِنْهُم مَّن يَقُولُ أَيُّكُمْ زَادَتْهُ هَـٰذِهِۦٓ إِيمَـٰنًۭا ۚ فَأَمَّا ٱلَّذِينَ ءَامَنُوا۟ فَزَادَتْهُمْ إِيمَـٰنًۭا وَهُمْ يَسْتَبْشِرُونَ ١٢٤
And whenever a surah is revealed there are some of them who say: Which one of you hath thus increased in faith? As for those who believe, it hath increased them in faith and they rejoice (therefor).
And whenever a surah is revealed, there are among the hypocrites those who say, "Which of you has this increased faith?" As for those who believed, it has increased them in faith, while they are rejoicing.
And whenever a new surah is revealed some of the hypocrites ask the believers (in jest): "Whose faith has increased because of this?" As for those who believe, it will certainly increase their faith, and they are joyful over that.
يَقُولُ تَعَالَى: ﴿وَإِذَا مَا أُنزلَتْ سُورَةٌ﴾ فَمِنَ الْمُنَافِقِينَ ﴿مَنْ يَقُولُ أَيُّكُمْ زَادَتْهُ هَذِهِ إِيمَانًا﴾ ؟ أَيْ: يَقُولُ بَعْضُهُمْ لِبَعْضٍ أَيُّكُمْ زَادَتْهُ هَذِهِ السُّورَةُ إِيمَانًا؟ قَالَ اللَّهُ تَعَالَى: ﴿فَأَمَّا الَّذِينَ آمَنُوا فَزَادَتْهُمْ إِيمَانًا وَهُمْ يَسْتَبْشِرُونَ﴾ .
وَهَذِهِ الْآيَةُ مِنْ أَكْبَرِ الدَّلَائِلِ عَلَى أَنَّ الْإِيمَانَ يَزِيدُ وَيَنْقُصُ، كَمَا هُوَ مَذْهَبُ أَكْثَرِ السَّلَفِ وَالْخَلَفِ مِنْ أَئِمَّةِ الْعُلَمَاءِ، بَلْ قَدْ حَكَى الْإِجْمَاعَ عَلَى ذَلِكَ غَيْرُ وَاحِدٍ، وَقَدْ بُسِطَ الْكَلَامُ عَلَى هَذِهِ الْمَسْأَلَةِ فِي أَوَّلِ "شَرْحِ الْبُخَارِيِّ" رَحِمَهُ اللَّهُ، ﴿وَأَمَّا الَّذِينَ فِي قُلُوبِهِمْ مَرَضٌ فَزَادَتْهُمْ رِجْسًا إِلَى رِجْسِهِمْ﴾ أَيْ: زَادَتْهُمْ شَكًّا إِلَى شَكِّهِمْ، وَرَيْبًا إِلَى رَيْبِهِمْ، كَمَا قَالَ تَعَالَى: ﴿وَنُنزلُ مِنَ الْقُرْآنِ مَا هُوَ شِفَاءٌ وَرَحْمَةٌ لِلْمُؤْمِنِينَ وَلا يَزِيدُ الظَّالِمِينَ إِلا خَسَارًا﴾ [الْإِسْرَاءِ: ٨٢] ، وَقَالَ تَعَالَى: ﴿قُلْ هُوَ لِلَّذِينَ آمَنُوا هُدًى وَشِفَاءٌ وَالَّذِينَ لَا يُؤْمِنُونَ فِي آذَانِهِمْ وَقْرٌ وَهُوَ عَلَيْهِمْ عَمًى أُولَئِكَ يُنَادَوْنَ مِنْ مَكَانٍ بَعِيدٍ﴾ [فُصِّلَتْ: ٤٤] ، وَهَذَا مِنْ جُمْلَةِ شَقَائِهِمْ أَنَّ مَا يَهْدِي الْقُلُوبَ يَكُونُ سَبَبًا لِضَلَالِهِمْ وَدَمَارِهِمْ، كَمَا أَنَّ سَيِّئَ الْمِزَاجِ لَوْ غُذِّيَ بِمَا غُذِّيَ بِهِ لا يزيده إلا خبالا ونقصا.

Summary
This Surah is known by two names -- At-Taubah and Al-Bara'at. It is called At-Taubah because it enunciates the nature of taubah (repentance) and mentions the conditions of its acceptance.(vv. 102. 118). The second name Bara'at (Release) is taken from the first word of the Surah.
