مَا كَانَ لِأَهْلِ ٱلْمَدِينَةِ وَمَنْ حَوْلَهُم مِّنَ ٱلْأَعْرَابِ أَن يَتَخَلَّفُوا۟ عَن رَّسُولِ ٱللَّهِ وَلَا يَرْغَبُوا۟ بِأَنفُسِهِمْ عَن نَّفْسِهِۦ ۚ ذَٰلِكَ بِأَنَّهُمْ لَا يُصِيبُهُمْ ظَمَأٌۭ وَلَا نَصَبٌۭ وَلَا مَخْمَصَةٌۭ فِى سَبِيلِ ٱللَّهِ وَلَا يَطَـُٔونَ مَوْطِئًۭا يَغِيظُ ٱلْكُفَّارَ وَلَا يَنَالُونَ مِنْ عَدُوٍّۢ نَّيْلًا إِلَّا كُتِبَ لَهُم بِهِۦ عَمَلٌۭ صَـٰلِحٌ ۚ إِنَّ ٱللَّهَ لَا يُضِيعُ أَجْرَ ٱلْمُحْسِنِينَ ١٢٠
It is not for the townsfolk of Al-Madinah and for those around them of the wandering Arabs so stay behind the messenger of Allah and prefer their lives to his life. That is because neither thirst nor toil nor hunger afflicteth them in the way of Allah, nor step they any step that angereth the disbelievers, nor gain they from the enemy a gain, but a good deed is recorded for them therefor. Lo! Allah loseth not the wages of the good.
It was not [proper] for the people of Madinah and those surrounding them of the bedouins that they remain behind after [the departure of] the Messenger of Allah or that they prefer themselves over his self. That is because they are not afflicted by thirst or fatigue or hunger in the cause of Allah, nor do they tread on any ground that enrages the disbelievers, nor do they inflict upon an enemy any infliction but that is registered for them as a righteous deed. Indeed, Allah does not allow to be lost the reward of the doers of good.
It did not behove the people of Madinah and the bedouin Arabs around them that they should refrain from accompanying the Messenger of Allah and stay behind and prefer their own security to his. For whenever they suffer from thirst or weariness or hunger in the Way of Allah, and whenever they tread a place which enrages the unbelievers (whenever anything of this comes to pass), a good deed is recorded in their favour. Allah does not cause the work of the doers of good to go to waste.
يُعَاتِبُ تَعَالَى الْمُتَخَلِّفِينَ عَنْ رَسُولِ اللَّهِ ﷺ فِي غَزْوَةِ تَبُوك، مِنْ أَهْلِ الْمَدِينَةِ وَمَنْ حَوْلِهَا مِنْ أَحْيَاءِ الْعَرَبِ، وَرَغْبَتَهُمْ بِأَنْفُسِهِمْ عَنْ مُوَاسَاتِهِ فِيمَا حَصَلَ مِنَ الْمَشَقَّةِ، فَإِنَّهُمْ نَقَصُوا أَنْفُسَهُمْ مِنَ الْأَجْرِ؛ لِأَنَّهُمْ [[في ت، أ: "لأنه".]] ﴿لَا يُصِيبُهُمْ ظَمَأٌ﴾ وَهُوَ: الْعَطَشُ ﴿وَلا نَصَبٌ﴾ وَهُوَ: التَّعَبُ ﴿وَلا مَخْمَصَةٌ﴾ وَهِيَ: الْمَجَاعَةُ [[في ت: "المجامعة".]] ﴿وَلا يَطَئُونَ مَوْطِئًا يَغِيظُ الْكُفَّارَ﴾ أَيْ: يَنْزِلُونَ مَنْزِلًا [[في أ: "مالا".]] يُرهبُ عَدُوَّهُمْ ﴿وَلا يَنَالُونَ﴾ مِنْهُ ظَفَرًا وَغَلَبَةً عَلَيْهِ إِلَّا كَتَبَ اللَّهُ لَهُمْ بِهَذِهِ الْأَعْمَالِ الَّتِي لَيْسَتْ دَاخِلَةً تَحْتَ قُدْرَتِهِمْ، وَإِنَّمَا هِيَ نَاشِئَةٌ عَنْ أَفْعَالِهِمْ، أَعْمَالًا صَالِحَةً وَثَوَابًا جَزِيلًا ﴿إِنَّ اللَّهَ لَا يُضِيعُ أَجْرَ الْمُحْسِنِينَ﴾ كَمَا قَالَ تَعَالَى: ﴿إِنَّا لَا نُضِيعُ أَجْرَ مَنْ أَحْسَنَ عَمَلا﴾ [الْكَهْفِ: ٣٠] .

Summary
This Surah is known by two names -- At-Taubah and Al-Bara'at. It is called At-Taubah because it enunciates the nature of taubah (repentance) and mentions the conditions of its acceptance.(vv. 102. 118). The second name Bara'at (Release) is taken from the first word of the Surah.
