يَسْـَٔلُونَكَ مَاذَا يُنفِقُونَ ۖ قُلْ مَآ أَنفَقْتُم مِّنْ خَيْرٍۢ فَلِلْوَٰلِدَيْنِ وَٱلْأَقْرَبِينَ وَٱلْيَتَـٰمَىٰ وَٱلْمَسَـٰكِينِ وَٱبْنِ ٱلسَّبِيلِ ۗ وَمَا تَفْعَلُوا۟ مِنْ خَيْرٍۢ فَإِنَّ ٱللَّهَ بِهِۦ عَلِيمٌۭ ٢١٥
They ask thee, (O Muhammad), what they shall spend. Say: that which ye spend for good (must go) to parents and near kindred and orphans and the needy and the wayfarer. And whatsoever good ye do, lo! Allah is Aware of it.
They ask you, [O Muhammad], what they should spend. Say, "Whatever you spend of good is [to be] for parents and relatives and orphans and the needy and the traveler. And whatever you do of good - indeed, Allah is Knowing of it."
The people ask, "What should we spend?" Tell them, "Whatever you spend, spend for your parents, your relatives, orphans, the needy and the wayfarer; and whatever good you do, Allah has knowledge of it.
قَالَ مُقَاتل بْنُ حَيّان: هَذِهِ الْآيَةُ فِي نَفَقَةِ التَّطَوُّعِ. وَقَالَ السُّدِّيُّ: نَسَختها الزَّكَاةُ. وَفِيهِ نَظَرٌ. وَمَعْنَى الْآيَةِ: يَسْأَلُونَكَ كَيْفَ يُنْفِقُونَ؟ قَالَهُ ابْنُ عَبَّاسٍ وَمُجَاهِدٌ، فَبَيَّنَ لَهُمْ تَعَالَى ذَلِكَ، فَقَالَ: ﴿قُلْ مَا أَنْفَقْتُمْ مِنْ خَيْرٍ فَلِلْوَالِدَيْنِ وَالأقْرَبِينَ وَالْيَتَامَى وَالْمَسَاكِينِ وَابْنِ السَّبِيلِ﴾ أَيِ: اصرفُوها فِي هَذِهِ الْوُجُوهِ. كَمَا جَاءَ فِي الْحَدِيثِ: "أُمَّكَ وَأَبَاكَ، وَأُخْتَكَ وَأَخَاكَ، ثُمَّ أَدْنَاكَ أَدْنَاكَ". وَتَلَا مَيْمُونُ بْنُ مِهْرَان هَذِهِ الْآيَةَ، ثُمَّ قَالَ: هَذِهِ مَوَاضِعُ النَّفَقَةِ مَا ذَكَرَ فِيهَا طَبْلًا وَلَا مِزْمَارًا، وَلَا تَصَاوِيرَ الْخَشَبِ، وَلَا كُسوة الْحِيطَانِ.
ثُمَّ قَالَ تَعَالَى: ﴿وَمَا تَفْعَلُوا مِنْ خَيْرٍ فَإِنَّ اللَّهَ بِهِ عَلِيمٌ﴾ أَيْ: مَهْمَا صَدَرَ مِنْكُمْ مِنْ فِعْلِ مَعْرُوفٍ، فَإِنَّ اللَّهَ يعلَمُه، وَسَيَجْزِيكُمْ عَلَى ذَلِكَ أوفرَ الْجَزَاءِ؛ فَإِنَّهُ لَا يَظْلِمُ أَحَدًا مثقالَ ذَرّة.

Summary
Al-Baqarah (the Cow) has been so named from the story of the Cow occurring in this Surah (67-73). It has not, however, been used as a title to indicate the subject of the Surah. It will, therefore, be as wrong to translate the name Al-Baqarah into "The Cow" or "The Heifer" as to translate any English name, say Mr. Baker, Mr. Rice, Mr. Wolf etc., into their equivalents in other languages or vice versa, because this would imply that the Surah dealt with the subject of "The Cow". Many more Surahs of the Quran have been named in the same way because no comprehensive words exist in Arabic (in spite of its richness) to denote the wide scope of the subject discussed in them. As a matter of fact all human languages suffer from the same limitation.
