2:163
وَإِلَـٰهُكُمْ إِلَـٰهٌۭ وَٰحِدٌۭ ۖ لَّآ إِلَـٰهَ إِلَّا هُوَ ٱلرَّحْمَـٰنُ ٱلرَّحِيمُ ١٦٣
Your Allah is One Allah; there is no Allah save Him, the Beneficent, the Merciful.
And your god is one God. There is no deity [worthy of worship] except Him, the Entirely Merciful, the Especially Merciful.
Your Deity is Allah alone: there is no deity save the All-Beneficent and All-Merciful Allah.
يُخبرُ تَعَالَى عَنْ تَفَرُّدِهِ بِالْإِلَهِيَّةِ، وَأَنَّهُ لَا شَرِيكَ لَهُ وَلَا عَديل لَهُ، بَلْ هُوَ اللَّهُ الْوَاحِدُ الْأَحَدُ الْفَرْدُ الصَّمَدُ، الذِي لَا إِلَهَ إِلَّا هُوَ وَأَنَّهُ الرَّحْمَنُ الرَّحِيمُ. وَقَدْ تَقَدَّمَ تَفْسِيرُ هَذَيْنَ الِاسْمَيْنِ فِي أَوَّلِ السُّورَةِ [[في جـ، ط، أ، و: "في أول الفاتحة".]] . وَفِي الْحَدِيثِ عَنْ شَهْرِ بْنِ حَوْشَبٍ، عَنْ أَسْمَاءَ بِنْتِ يزيد بْنِ السَّكَنِ، عَنْ رَسُولِ اللَّهِ ﷺ أَنَّهُ قَالَ: "اسْمُ اللَّهِ الْأَعْظَمُ فِي هَاتَيْنِ الْآيَتَيْنِ: ﴿وَإِلَهُكُمْ إِلَهٌ وَاحِدٌ لَا إِلَهَ إِلا هُوَ الرَّحْمَنُ الرَّحِيمُ﴾ وَ ﴿الم * اللَّهُ لَا إِلَهَ إِلا هُوَ الْحَيُّ الْقَيُّومُ﴾ [آل عمران: ١، ٢] " [[رواه أبو داود في السنن برقم (١٤٩٦) والترمذي في السنن برقم (٣٤٧٨) وقال الترمذي: "هذا حديث حسن صحيح".]]

Summary
Al-Baqarah (the Cow) has been so named from the story of the Cow occurring in this Surah (67-73). It has not, however, been used as a title to indicate the subject of the Surah. It will, therefore, be as wrong to translate the name Al-Baqarah into "The Cow" or "The Heifer" as to translate any English name, say Mr. Baker, Mr. Rice, Mr. Wolf etc., into their equivalents in other languages or vice versa, because this would imply that the Surah dealt with the subject of "The Cow". Many more Surahs of the Quran have been named in the same way because no comprehensive words exist in Arabic (in spite of its richness) to denote the wide scope of the subject discussed in them. As a matter of fact all human languages suffer from the same limitation.
