فَلَمَّا جَهَّزَهُم بِجَهَازِهِمْ جَعَلَ ٱلسِّقَايَةَ فِى رَحْلِ أَخِيهِ ثُمَّ أَذَّنَ مُؤَذِّنٌ أَيَّتُهَا ٱلْعِيرُ إِنَّكُمْ لَسَـٰرِقُونَ ٧٠
And when he provided them with their provision, he put the drinking-cup in his brother's saddlebag, and then a crier cried: O camel-riders! Lo! ye are surely thieves!
So when he had furnished them with their supplies, he put the [gold measuring] bowl into the bag of his brother. Then an announcer called out, "O caravan, indeed you are thieves."
Then, while Joseph was having their provisions loaded, he put his drinking-cup in his brother's saddlebag. And then a herald cried: "Travellers, you are thieves."
لَمَّا جَهَّزَهُمْ وحَمَّل لَهُمْ أَبْعِرَتَهُمْ طَعَامًا، أَمَرَ بَعْضَ فِتْيَانِهِ أَنْ يَضَعَ "السِّقَايَةَ"، وَهِيَ: إِنَاءٌ مِنْ فِضَّةٍ فِي قَوْلِ الْأَكْثَرِينَ. وَقِيلَ: مِنْ ذَهَبٍ -قَالَهُ ابْنُ زَيْدٍ -كَانَ يَشْرَبُ فِيهِ، وَيَكِيلُ لِلنَّاسِ بِهِ مِنْ عزَّة الطَّعَامِ إِذْ ذَاكَ، قَالَهُ ابْنُ عَبَّاسٍ، وَمُجَاهِدٌ، وَقَتَادَةُ، وَالضَّحَّاكُ، وَعَبْدُ الرَّحْمَنِ بْنُ زَيْدٍ.
وَقَالَ شُعْبَةَ، عَنْ أَبِي بِشْرٍ، عَنْ سَعِيدِ بْنِ جُبَيْرٍ، عَنِ ابْنِ عَبَّاسٍ: ﴿صُوَاعَ الْمَلِكِ﴾ قَالَ: كَانَ مِنْ فِضَّةٍ يَشْرَبُونَ فِيهِ، وَكَانَ مِثْلَ الْمَكُّوكِ، وَكَانَ لِلْعَبَّاسِ مثلُه فِي الْجَاهِلِيَّةِ، فَوَضَعَهَا فِي مَتَاعِ بِنْيَامِينَ مِنْ حَيْثُ لَا يَشْعُرُ أَحَدٌ، ثُمَّ نَادَى مُنَادٍ بَيْنَهُمْ: ﴿أَيَّتُهَا الْعِيرُ إِنَّكُمْ لَسَارِقُونَ﴾ فَالْتَفَتُوا إِلَى الْمُنَادِي وَقَالُوا: ﴿مَاذَا تَفْقِدُونَ قَالُوا نَفْقِدُ صُوَاعَ الْمَلِكِ﴾ أَيْ: صَاعَهُ الَّذِي يَكِيلُ بِهِ، ﴿وَلِمَنْ جَاءَ بِهِ حِمْلُ بَعِيرٍ﴾ وَهَذَا مِنْ بَابِ الجُعَالة، ﴿وَأَنَا بِهِ زَعِيمٌ﴾ وَهَذَا مِنْ بَابِ الضَّمَانِ وَالْكَفَالَةِ.

Summary
The subject matter of this Surah indicates that it was revealed during the last stage of the Holy Prophet's residence at Makkah, when the Quraish were considering the question of killing or exiling or imprisoning him. At that time some of the unbelievers put this question (probably at the instigation of the Jews) to test him :'Why did the Israelites go to Egypt?'' This question was asked because they knew that their story was not known to the Arabs for there was no mention of it whatever in their traditions and the Holy Prophet had never even referred to it before.
