فَلَمَّا رَجَعُوٓا۟ إِلَىٰٓ أَبِيهِمْ قَالُوا۟ يَـٰٓأَبَانَا مُنِعَ مِنَّا ٱلْكَيْلُ فَأَرْسِلْ مَعَنَآ أَخَانَا نَكْتَلْ وَإِنَّا لَهُۥ لَحَـٰفِظُونَ ٦٣
So when they went back to their father they said: O our father! The measure is denied us, so send with us our brother that we may obtain the measure, surely we will guard him well.
So when they returned to their father, they said, "O our father, [further] measure has been denied to us, so send with us our brother [that] we will be given measure. And indeed, we will be his guardians."
When they returned to their father they said: "Father! We have been denied further supply of corn. So send with us our brother that we may bring the supplies. We shall be responsible for his protection."
يُخْبِرُ تَعَالَى عَنْهُمْ إِنَّهُمْ رَجَعُوا إِلَى أَبِيهِمْ ﴿قَالُوا يَا أَبَانَا مُنِعَ مِنَّا الْكَيْلُ﴾ يَعْنُونَ بَعْدَ هَذِهِ الْمَرَّةِ، إِنْ لَمْ تُرْسِلْ مَعَنَا أَخَانَا بِنْيَامِينَ، فَأَرْسِلْهُ مَعَنَا نَكْتَلْ.
وَقَرَأَ بَعْضُهُمْ: [يَكْتَلْ] [[زيادة من ت، أ.]] بِالْيَاءِ، أَيْ يَكْتَلُ هُوَ، ﴿وَإِنَّا لَهُ لَحَافِظُونَ﴾ أَيْ: لَا تَخَفْ عَلَيْهِ فَإِنَّهُ سَيَرْجِعُ إِلَيْكَ. وَهَذَا كَمَا قَالُوا لَهُ فِي يُوسُفَ: ﴿أَرْسِلْهُ مَعَنَا غَدًا يَرْتَعْ وَيَلْعَبْ وَإِنَّا لَهُ لَحَافِظُونَ﴾ [[في ت، أ: "نرتع ونلعب".]] ؛ وَلِهَذَا قَالَ لَهُمْ: ﴿هَلْ آمَنُكُمْ عَلَيْهِ إِلا كَمَا أَمِنْتُكُمْ عَلَى أَخِيهِ مِنْ قَبْلُ﴾ أَيْ: هَلْ أَنْتُمْ صَانِعُونَ بِهِ إِلَّا كَمَا صَنَعْتُمْ بِأَخِيهِ مِنْ قَبْلُ، تُغَيِّبُونَهُ عَنِّي، وَتَحُولُونَ بَيْنِي وَبَيْنَهُ؟ ﴿فَاللَّهُ خَيْرٌ حفظًا﴾ وقرأ بعضهم: "حَافِظًا" ﴿وَهُوَ أَرْحَمُ الرَّاحِمِينَ﴾ أَيْ: هُوَ أَرْحَمُ الرَّاحِمِينَ بِي، وَسَيَرْحَمُ كِبَرِي وَضَعْفِي وَوَجْدِي بِوَلَدِي، وَأَرْجُو مِنَ اللَّهِ أَنْ يَرُدَّهُ عَلَيَّ، وَيَجْمَعَ شَمْلِي بِهِ، إِنَّهُ أَرْحَمُ الرَّاحِمِينَ.

Summary
The subject matter of this Surah indicates that it was revealed during the last stage of the Holy Prophet's residence at Makkah, when the Quraish were considering the question of killing or exiling or imprisoning him. At that time some of the unbelievers put this question (probably at the instigation of the Jews) to test him :'Why did the Israelites go to Egypt?'' This question was asked because they knew that their story was not known to the Arabs for there was no mention of it whatever in their traditions and the Holy Prophet had never even referred to it before.
